How to Apply for a Free Government Phone: Official Lifeline Steps
If you want a free government phone, the first step is the official Lifeline Support site, where you check your eligibility and apply at no charge.
Here you will see the official steps, the qualifying programs, how to find a company near you, what to ask about the phone and how to avoid fraud.
Nothing on this page is an offer or a guarantee. Lifeline is a discount, and each company sets its own plans, phones and rules for your state.
The official steps
The Lifeline Support site says you apply online and, after you are approved, contact a participating phone or internet company to get your benefit. Residents of Oregon and Texas apply through their state’s own Lifeline website.
Use the income or program list on the official site.
Have your documents ready, since you may be asked to upload proof.
Use the Companies Near Me page to see who serves your address.
Follow the company’s instructions and renew when you are asked to.
Programs that can qualify you
According to the official qualification page, you can qualify by income or by taking part in a listed program. The household income limit is 135% of the 2026 Federal Poverty Guidelines, which depends on household size and state.
| Way to qualify | What the official page lists |
|---|---|
| Health and food programs | Medicaid and SNAP |
| Disability and income support | Supplemental Security Income (SSI) |
| Housing help | Federal Public Housing Assistance, including Section 8, Public Housing and PBRA |
| Veterans | Veterans Pension and Survivors Benefit |
| Tribal lands | Tribal programs such as Tribal TANF, plus a higher monthly benefit |
| Household income | 135% or less of the Federal Poverty Guidelines |
A child or dependent who takes part in a qualifying program can also make the household eligible. People who survived domestic violence or human trafficking have an additional pathway, with an income limit of 200% of the guidelines.
Finding a company near you
Lifeline companies differ by state, so start with the official Companies Near Me page. Names such as Assurance Wireless, SafeLink Wireless and Q Link Wireless have offered Lifeline service in recent years. This is not a recommendation or a ranking, and they may not serve your address.
When you compare plans, ask these questions before you accept:
| Question | Why it matters |
|---|---|
| Is a phone included, and which one? | Phones are the company’s offer, not part of the benefit |
| What is the monthly price after the discount? | Some plans are free, others are not |
| How much data and talk time do I get? | Allowances differ between companies and states |
| Can I keep my number? | Matters if you are switching from another carrier |
| How do I renew the benefit? | Missing a renewal can end the discount |
About the iPhone
Lifeline does not pay for a device. If a company offers an iPhone, it is that company’s own promotion, it may be an older or refurbished model, and it can depend on stock, on your state and on a fee. Ask for the exact model, the full price and the return policy in writing before you agree.
How to avoid fraud
- Do not pay anyone to apply, because the official application does not ask for payment
- Do not give card details to enroll in the benefit
- Be careful with ads that promise a specific brand of phone from the government
- Start on the official site and type the address yourself instead of following a link from a message
If you suspect fraud, the FCC lists how to report it on its Lifeline consumer page. For help with an application, the Lifeline Support center answers at (800) 234-9473.
Frequently asked questions
Does the government give away free iPhones?
No. Lifeline is a monthly discount on phone or internet service, and the official site does not describe it as a program that gives you a device. Some companies hand out a phone with the service, but that is their own offer, and none of them guarantees an iPhone.
Is the service really free?
It depends on the plan. The benefit is up to $9.25 a month, or up to $34.25 on qualifying Tribal lands. Some companies have plans priced at or near zero after the discount, while others charge a balance. Read the plan price before you accept.
Can I get Lifeline for more than one phone?
No. The benefit is limited to one per household, no matter how many people or devices you have. Ask a company to explain this if it offers you more than one line.
Do I have to pay to apply?
The official application on the Lifeline Support site does not ask for payment. Be careful with anyone who charges an application fee or asks for card details to enroll you.
Who helps if my application has a problem?
The Lifeline Support center lists a help line at (800) 234-9473 and the email [email protected], open from 9 a.m. to 9 p.m. Eastern time, seven days a week.
